California’s Medi-Cal expansion increased coverage for noncitizen young adults

“As of January 2026, California has now paused new Medi-Cal enrollment for undocumented adults ages 19 and older due to funding constraints,” said corresponding author, Brandy Lipton, PhD, associate professor of health, society, & behavior at Wen Public Health. “Such budget shortfalls could be exacerbated by new policies intended to reduce Medicaid spending. The impacts of these decisions are uncertain given limited evidence evaluating long-term outcomes.”
