Louis Desipio, a political science professor at UC Irvine who specializes in immigration,
said it’s likely that senior civil servants anticipated the problem, but lacked authority
to pump the brakes on Trump’s aggressive policy shift to put an administrative structure
in place. "I don't believe there was a system in place when zero tolerance was implemented,"
Desipio told PolitiFact June 27. "I haven't seen any evidence that they have improved
the system in the past week or so."
