"The Republican leadership has definitely identified that immigration reform is needed
to build bridges to minorities, especially Latinos and Asian-Americans," said Louis
Desipio, an associate professor of political science at the University of California,
Irvine. "But I'm not sure that urgency is shared by the rank and file." Instead,
Desipio suggests, most congressional Republicans are failing to see the big picture.
