As blistering summer heat envelops, if not us, then the eastern two-thirds of the
nation, made worse by a vicious storm that knocked out power in the mid-Atlantic states,
terrifying infernos roared across subdivisions in Colorado. Last summer, great fires
raged in Russia and earlier this year a record number of killer tornadoes ripped across
America's midsection. About the author: Kevin O'Leary, a former editorial page editor
at this newspaper, is a political scientist at the Center for the Study of Democracy
at UC Irvine.
