Shumener will explore what it is for indeterministic and “chancy” laws to govern. In particular, Shumener wants an account of governance that allows indeterministic laws of physics to govern. And—even if the laws of physics are deterministic—Shumener wants an account of governance that allows higher-level laws (such as biological laws and social scientific laws) to govern even if those higher-level laws are not themselves deterministic. Shumener aims to extend her own account of deterministic governance to an indeterministic setting, but there are obstacles.
