The “social welfare function” (SWF) is a powerful framework for evaluating governmental policies. This talk provides a philosophical defense of the “prioritarian" SWF, which both respects the Pareto principle and gives extra weight to the well-being of the worse off. Adler will also contrast the SWF approach with cost-benefit analysis, currently the dominant policy-assessment tool.
