China plans to end all birth restrictions, says report

Wang Feng, a sociology professor at the University of California Irvine, said removing limits now will have “zero impact” on helping to raise fertility rates, because people were reluctant to have even a second child. He suggests that it’s more of a political decision to scrap all birth limits as it benefits the government to avert international criticism.
