Is Orange County turning the corner on homelessness?

The initiative, "United to End Homelessness,” was borne out of a UC Irvine-led study
that found it’s twice as expensive to care for a homeless person on the street as
it is to get them into permanent supportive housing ... But the UC Irvine study found
that nearly 70 percent of the county’s homeless have lived here for at least a decade.
