O.C. diocese leading effort to naturalize 2.4 million immigrants

Louis DeSipio, a UC Irvine political science professor, said it’s not a partisan effort.
“It’s an outreach effort,” he said. “The church is fulfilling a responsibility it
has long had: serving the needs of its congregants.
