Conservatives tend to champion work by David Neumark, an economist at the University
of California, Irvine, and William Wascher, of the Federal Reserve Board. Early critics
of Card and Krueger, their research compares employment trends across entire states,
using elaborate statistical controls to isolate the impact of minimum wages. They
have consistently found that requiring businesses to pay their workers more reduces
employment among teens.
