State GOP tries to steal Dems' fire over water

California Republicans are seeing political gold in California's water problems, hoping
to steal the issue from Democrats and win support from one of that party's key constituencies
- Latinos.... But wooing Latino voters will be a challenge. Despite their mutual opposition
to abortion, at least among Catholics, Latinos and Republicans do not agree on many
issues, said Louis DeSipio, a professor of political science at UC Irvine who studies
the Latino electorate.
