“Orange County is expensive, which means that the pool of low-income but employed
workers, who are the usual base of a bus system, is probably limited here,” said [Kevin]
Roth, who studies transportation economics at the UCI Institute of Transportation
Studies. “And if rental and housing prices are going up, they are likely driving out
this population.”
