O.C.’s proposed ‘Lexus Lanes’ may see more Toyotas

Kevin Roth, a UCI economist who co-authored a study on express lanes, suggests that
hop-in, hop-out express lanes – like those now on I-10 and I-110 and coming to I-405
– attract drivers who may start off in the general lanes, but switch to the paid lanes
if they see the traffic will make them late for work or to pick up a child.
