"The administration has sort of backed itself into a corner but also believes that
it needs to do something and will look for a moderate expansion of what it has already
done," said Louis DeSipio, a political science professor at the University of California,
Irvine. … Republican leaders want to get immigration off the table so they can began
reaching out to politically important Latino voters leading up to the 2016 presidential
election, said DeSipio.
